What is a traffic exchange?

Why do exchange visits rarely turn into real actions?
Marketing writers and researchers have looked at this for years. HubSpot's guide on traffic exchanges describes the visitors as members clicking through while waiting for their own credits. Google's AdSense help says it does not recommend traffic exchanges and that they can lead to invalid clicks or impressions. An academic study of exchange networks (Measurement and Analysis of Traffic Exchange Services, IMC 2015) found that in some networks most visits came from cloud hosting addresses rather than home connections.
That matches the basic logic: a page view bought with credits is a page view, not a person who decided to act.
